Joe Panzarella is a dedicated neighborhood organizer and experienced energy developer. He is running for Houston City Council District C to prioritize safer streets, more affordable housing, and proactive community engagement to make life better for every resident of District C.
Raised in Kingwood, Joe earned his Bachelors at the University of Texas at Austin and his Masters at Università Bocconi. After Hurricane Harvey, he cleared drywall and dug up floorboards to help his parents after their home flooded. Seeing the neighborhood rebuild together instilled a firm understanding that a strong, connected community is the backbone of all progress.
After finishing his schooling, Joe eagerly moved to Houston to work in the energy capital of the world. Leading data analysis for procurement on multi-million dollar renewable energy projects, Joe helps deliver solar, wind, and battery projects that power communities across the country.
Looking to connect and support his neighbors, Joe restarted and became President of the Fourth Ward–Freedmen’s Town Super Neighborhood. With his co-founders, they organized to ensure residents have a strong voice at City Hall. As a co-organizer of No Higher No Wider I-10, he championed people-first planning along the I-10 corridor and opposes highway expansion that harms our neighborhoods. Their advocacy resulted in studies for a cap park that will benefit many District C residents.
Joe is a strong leader with a unique perspective from managing large projects similar to those at the city, as well as organizing his neighbors. He is ready to be an effective, tireless, and compassionate Council Member.
